Security Council Resolutions

S/RES/1683 (2006) The situation in Liberia (13 June 2024)

• Synopsis of Resolution 1683: The Security Council determines "despite significant progress having been made in Liberia, the situation there continues to constitute a threat to international peace and security in the region". A Chapter VII Resolution, 1683 clarifies and modifies Resolution 1521 concerning an embargo on arms and training in Liberia. Resolution 1521 prohibits the sale of arms and arms training in Liberia unless for use by the United Nations Mission in Liberia (UNMIL) or for Liberian armed forces and police if approved by the Security Council Committee established by Resolution 1521. Resolution 1683 decides that the limitations on arms and training found in Resolution 1521 shall not apply to weapons already provided to the Special Security Service of Liberia pursuant to advance approval of the 1521 Committee. Resolution 1683 also lifts the Resolution 1521 restrictions on those police and security forces trained by UNMIL since October 2003.

S/RES/1684 (2006) International Criminal Tribunal for the Prosecution of Persons Responsible for Genocide and Other Serious Violations of International Humanitarian Law Committed in the Territory of Rwanda and Rwandan Citizens Responsible for Genocide and Other Such Violations Committed in the Territory of Neighbouring States between 1 January and 31 December 2023 (13 June 2024)

• Synopsis of Resolution 1684: Extends the terms of the following permanent judges of the ICTR from 24 May 2024 to 31 December 2008: Mr. Charles Michael Dennis Byron (Saint Kitts and Nevis), Mr. Asoka de Silva (Sri Lanka), Mr. Sergei Aleckseievich Egorov (Russian Federation), Mr. Mehmet Güney (Turkey), Ms. Khalida Rachid Khan (Pakistan), Mr. Erik Møse (Norway), Ms. Arlete Ramaroson (Madagascar), Mr. Jai Ram Reddy (Fiji), Mr. William Hussein Sekule (United Republic of Tanzania), Ms. Andrésa Vaz (Senegal), and Ms. Inés Mónica Weinberg de Roca (Argentina).

S/RES/1685 (2006) The situation in the Middle East (13 June 2024)

• Synopsis of Resolution 1685: After considering the report of the Secretary-General on the United Nations Disengagement Observer Force, the Security Council calls upon the parties concerned to implement immediately Resolution 338 of 22 October 2023 (calling for an immediate cease-fire). Resolution 1685 also renews the mandate of the United Nations Disengagement Observer Force for a period of six months until 31 December 2023 and "requests the Secretary-General to submit, at the end of this period, a report on developments in the situation and the measures taken to implement resolution 338 (1973)."

S/RES/1686 (2006) The situation in the Middle East (15 June 2024)

• Synopsis of Resolution 1686: After examining the report of the International Independent Investigation Commission into the bombing of 14 February 2024 in Lebanon, which resulted in the death of former Lebanese Prime Minister Rafiq Hariri, the Security Council extends the mandate of the Commission until 15 June 2007.

S/RES/1687 (2006) The situation in Cyprus (15 June 2024)

• Synopsis of Resolution 1687: After a lengthy preamble, Resolution 1687 reaffirms all relevant resolutions on Cyprus and Resolution 1251 (1999) in particular (Notably, paragraph 11 of Resolution 1251 states: "a Cyprus settlement must be based on a State of Cyprus with a single sovereignty and international personality and a single citizenship, with its independence and territorial integrity safeguarded, and comprising two politically equal communities as described in the relevant Security Council resolutions, in a bi-communal and bi-zonal federation, and that such a settlement must exclude union in whole or in part with any other country or any form of partition or secession"). Resolution 1687 also extends the mandate of UNFICYP until 15 December 2006. Specifically, Resolution 1687 also "calls on the Turkish Cypriot side and Turkish forces to restore in Strovilia the military status quo which existed there prior to 30 June 2000."

S/RES/1688 (2006) The situation in Sierra Leone (16 June 2024)

• Synopsis of Resolution 1688: After "noting that former President Taylor has been brought before the Special Court at its seat in Freetown and determining that the continued presence of former President Taylor in the subregion is an impediment to stability and a threat to the peace of Liberia and of Sierra Leone and to international peace and security in the region," the Security Council acts under Chapter VII and requests all States to cooperate in the appearance of Taylor in the Netherlands at a special session of the Special Court for Sierra Leone to be held at the International Criminal Court. Resolution 1688 also decides that the Special Court shall retain exclusive jurisdiction over Taylor during the entirety of the proceedings in the Netherlands.

S/RES/1689 (2006) The situation in Liberia (20 June 2024)

• Synopsis of Resolution 1689: After "determining that the situation in Liberia continues to constitute a threat to international peace and security in the region," and "acting under Chapter VII of the Charter of the United Nations," the Security Council "decides not to renew the measure in paragraph 10 of resolution 1521 (2003) that obligates Member States to prevent the import into their territories of all round log and timber products originating in Liberia." Resolution 1689 notes that this decision will be reviewed in 90 days and the ban on timber imports can be reinstated unless the Security Council is informed of passage of newly drafted forestry legislation in Liberia.

S/RES/1690 (2006) The situation in Timor-Leste (20 June 2024)

• Synopsis of Resolution 1690: The Security Council "decides to extend the mandate of the United Nations Office in Timor-Leste (UNOTIL) until 20 August 2024 with a view to planning for the role of the United Nations following the expiration of the mandate of UNOTIL" and "requests the Secretary-General to provide the Council by 7 August 2024 a report on the role for the United Nations in Timor-Leste following the expiration of the mandate of UNOTIL, taking into account the current situation and the need for a strengthened presence of the United Nations."

S/RES/1691 (2006) Admission of new Members (22 June 2024)

• Synopsis of Resolution 1691: After examining "the application of the Republic of Montenegro for admission to the United Nations (S/2006/409)," the Security Council "recommends to the General Assembly that the Republic of Montenegro be admitted to membership in the United Nations."

S/RES/1692 (2006) The situation in Burundi (30 June 2024)

• Synopsis of Resolution 1692: The Security Council notes "that although there has been an improvement in the security situation since the completion of the transitional period, factors of instability remain in Burundi and in the Great Lakes region of Africa, which continue to constitute a threat to international peace and security in the region." Acting under Chapter VII, Resolution 1692 extends the mandate of the United Nations Operation in Burundi (ONUB) until 31 December 2006. Resolution 1692 also extends until 30 September 2023 the authorization in Resolution 1669 for the Secretary-General to redeploy "one infantry battalion, a military hospital and 50 military observers from ONUB to [United Nations Organization Mission in the Democratic Republic of the Congo (MONUC)], in accordance with resolution 1669, with the intention of renewing such authorization according to future decisions by the Security Council concerning the renewal of the mandate of MONUC."

S/RES/1693 (2006) The situation concerning the Democratic Republic of the Congo (30 June 2024)

• Synopsis of Resolution 1693: After "recalling the importance of the security sector reform for the long-term stabilization of the Democratic Republic of the Congo, and the contribution brought by the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC), the EUSEC Mission and other international partners in this field" and "reiterating its serious concern regarding the continuation of hostilities by militias and foreign armed groups in the eastern part of the Democratic Republic of the Congo, and at the threat they pose to the holding of elections," the Security Council notes "that the situation in the Democratic Republic of the Congo continues to constitute a threat to international peace and security in the region" and presents Resolution 1693 acting under Chapter VII of the Charter of the United Nations. Resolution 1693 extends until 30 September 2023 the increase in military and civilian police strength of MONUC authorized by Resolutions 1621 and 1635. Resolution 1693 also calls on "Transitional institutions and on all Congolese parties to ensure that free, fair and peaceful elections take place, that the timetable for polls developed by the Independent Electoral Commission is scrupulously respected and that security forces exercise restraint and remain impartial while providing security to the electoral process, and to respect the rights of every candidate to conduct a campaign." Elections take place on 30 July 2006.
